Who was worse: Vlad the Impaler, or Elizabeth Bathory?
As for population as whole, it was Vlad the Impaler. Both creatures were mentally challenged, cruel, inhumane, and irresponsible, but Elizabeth was not person in charge. She was rich landlady and widow of prominent Hungarian nobility and her action did not undermined the society nor her domain. While her actions are disgusting, they were driven by mysticism and targeted only young maidens. Vlad on the other had wanted to terrorize everyone, regardless of their age, sex, status, or position. He wanted to rule in the name of terror, against enemies, external threats, as well against its local population that needed protection the most. His atrocities did not spare Turks or possible allies from Hungary or Holy Roman Empire. At the end of his reign, he left his domain so devastated and weakened, that Romania was easy pick of the Turks. By targeting the urban middle class and boyar knighthood, he undermined pillar of the local medieval civilization, which collapsed much after his reign of terror was over. He executed children and infants of his political opponents. There is no indication that Bathory targeted anyone else, except young women. When the western monarch realized how dangerous was Vlad, and how weakened this corner of the Balkan to much bigger threat, they wanted to dispose him as well.
