Can the Federal Government be sued for negligence....?

You probably wont get far with a law suit. I think people in California are the guilty ones since they continue to vote the way they do. Elect some people (or run for office yourself) who will make some changes. Not change we can believe in, but real changes. That is the only way you will fix the problem.
